Corruption, incompetence, political inertia and general mediocrity characterise Cologne's image - not only the Süddeutsche Zeitung likes to make fun of this city. Actually, it's not really good at anything. Is that true? And if so: who is responsible for the city's failures? The city's decision-makers, the business elite or even the citizens themselves?
In search of answers to these questions, Futur3 conducted interviews with Cologne citizens from administration, local politics, business, science, media, culture and church, with activists, social workers and people from the streets on both sides of the Rhine. The "evidence" for a theatrical precedent was compiled from over 60 hours of recordings. Many incriminating statements confirm the initial suspicion, and therefore the entire urban society - represented by Futur3 - accuses itself: it accuses itself of negligently destroying its potential and the future prospects of the next generation. But the interviews also yielded strong defence speeches - who can convince in the end?
